Good policies can successfully be weighed both in the up-stream stage
(formulation) as well as in the down-stream stage (implementation). In most cases
government policies have been well formulated but then badly implemented. This
is caused by drawbacks in staff of administration providing social services, especially
street-level bureaucracy. This paper is identifying the needs for empowering
street-level bureaucracy to ensure better performance of local governments.
